How to play Empire Builders

- Place your reinforcement armies on any territory you own
- Attack an adjacent enemy territory by committing dice from a territory with 2+ armies
- Optionally fortify by moving armies between two of your own connected territories
💡 Never leave a border territory thin after an attack — an empty win invites an immediate counter-attack.
💡 Concentrate reinforcements on one or two key territories each turn instead of spreading armies thin across your whole map.
